When Stormwater Systems Fill Up, Rats Start Looking for Higher Ground

Why Do Rats Live Underground?

Despite their reputation for living exclusively in sewers, most Norway rats actually spend much of their lives in:

  • Landscaped beds

  • Vacant lots

  • Creek banks

  • Under sheds and decks

  • Along storm drains and utility corridors

Storm sewers and combined sewer systems simply provide another network of protected travel routes where food, moisture, and shelter are readily available.

Cincinnati's Older Sewer System

Many Cincinnati neighborhoods were built long before modern stormwater engineering.

In many of these older communities, stormwater and sanitary sewage share the same underground pipes, known as a combined sewer system. During normal weather, the system works well. However, when several inches of rain fall over a short period, those pipes can quickly reach capacity.

When underground tunnels begin filling with rapidly moving water, rats do exactly what most mammals would do:

They leave.

Rather than drowning, they climb:

  • Storm drain structures

  • Catch basins

  • Utility vaults

  • Sewer laterals

  • Embankments

  • Hillsides

From there they disperse through neighborhoods looking for the nearest dry shelter.

Why You Suddenly See Rats During Heavy Rain

Heavy rainfall changes their normal behavior by:

Many Cincinnati neighborhoods continue to benefit from decades-long infrastructure improvements by the Metropolitan Sewer District (MSD).

Communities including Hyde Park, Norwood, Pleasant Ridge, and other older neighborhoods have seen numerous sewer separation, stormwater management, and combined sewer overflow (CSO) reduction projects as part of MSD's federally mandated Wet Weather Program. These projects are designed to reduce flooding, decrease combined sewer overflows into local waterways, and improve overall system performance during major storms.

These improvements take years because they involve:

  • Installing new storm sewer lines

  • Separating combined sewer systems

  • Constructing larger underground tunnels

  • Adding green infrastructure

  • Upgrading aging utilities beneath existing neighborhoods

MSD has already completed hundreds of wet-weather projects and continues investing in additional improvements throughout Hamilton County.

Even with these upgrades, exceptionally heavy cloudbursts can temporarily exceed the capacity of drainage systems, particularly in older urban neighborhoods.

Does Heavy Rain Mean You Have a Rat Infestation?

Not necessarily.

Seeing one rat after a major storm doesn't automatically mean your home is infested.

However, rain often causes rats to explore new areas—and your home may become an attractive place to settle if it offers:

  • Accessible crawl spaces

  • Open foundation gaps

  • Garage door openings

Once a rat discovers reliable food and shelter, it may establish a new burrow nearby or begin entering the structure.
